What is Operation Brock?

Operation Brock is a set of measures implemented by National Highways to keep the M20 open in both directions between junctions 8 and 9 in the event of disruption to services across the English Channel, by using different holding areas.


The queuing system only applies to lorries heading to mainland Europe from Kent.

Drivers of cars, coaches and non-HGV vehicles

  • Phase 1 - Use any available major route. If you use the M20, between junctions 8 and 9 you’ll use the two-way contraflow system on the London-bound carriageway. A 50mph limit will be in place. 
  • Phase 2 & 3 - Use the M20. Between junctions 8 and 9 you’ll use the two-way contraflow system on the London-bound carriageway. A 50mph limit will be in place.  
  • Phase 4 - You won’t be able to use the M26. Follow the same procedure as for Phase 2 & 3.

Traffic levels will be monitored with road signs directing drivers.

Cars, Coaches and non-HGV vehicles (under 7.5 tonnes)
  • Drivers can use any available route
  • Drivers should use contraflow between M20 junctions 8 and 9
  • Drivers should use contraflow between M20 junctions 8 and 9
  • Drivers must avoid M26 and should use contraflow between M20 junctions 8 and 9
HGV traffic
HGV traffic (7.5 tonnes or more)
  • Drivers can use any available route
  • Drivers must use M20 junction 8-9 coastbound carriageway
  • Drivers must use M20 junction 8-9 coastbound carriageway
  • Drivers must use M26 and only proceed to M20 junction 8-9 when directed
